Queues are forming at the border crossing point “Grebņeva” and “Terehova”, so the SMS invitation to proceed to the border control barrier will be sent later than planned. We apologize for the inconvenience.
The Republic of Belarus has imposed entry restrictions on freight vehicles registered in Poland, Lithuania, and other EU countries.
Before crossing the border, check if your vehicle is permitted to enter Belarus!
According to Cabinet Order No. 643 of 7 October 2025, “On imposing restrictions for crossing the border of the Republic of Latvia–Republic of Belarus and the Republic of Latvia–Russian Federation while conducting international occasional passenger services by bus”, a prohibition has been established for carriers to perform international irregular passenger transport by bus across the Latvia–Belarus and Latvia–Russia borders at the Pāternieki, Grebņeva, and Terehova border crossing points from 1 November 2025 to 31 October 2026. The prohibition applies to all carriers, regardless of the carrier’s legal entity or the country of registration of the vehicle.
To improve border crossing security and prevent traffic jams on Latvia’s eastern border, from 15 October 2025, the Latvia-Russia and the Latvia-Belarus border crossings at Grebņeva, Terehova and Pāternieki can only be crossed with prior registration in the Electronic Queue Reservation System (ERRS). With the introduction of the new queue reservation system in Latvia, this procedure for crossing the eastern border is now in place in all three Baltic States. Registration of vehicles in the electronic queue for border crossing is available on the websites www.lvborder.lv and www.lvrobeza.lv.
Advance registration in the electronic queue for border crossing on the websites www.lvborder.lv and www.lvrobeza.lv began on 1 October this year, and to date, more than 3,450 reservations have already been made. Of these, 1,500 are for crossing at Terehova, more than 1,000 for crossing at Grebņeva, and slightly over 900 at Pāternieki.
The new procedure requires all motor vehicles crossing the eastern border of Latvia to be registered remotely through a specially developed e-service – the Electronic Queue Reservation System, similar to the systems already in place in Estonia and Lithuania.
Starting 15 October 2025, vehicles not registered in the Electronic Queue Reservation System will not be allowed to cross the eastern border of the Republic of Latvia. Border crossing in a “live” queue will no longer be available.
Transparent border crossing
Registration in the system allows the driver to select a specific time slot (1 hour) for entering the relevant border crossing point 30 days before the planned border crossing. Advance registration involves registering for a queue, joining the queue, and a simplified calculation based on the average service time per vehicle at the border crossing point. After the payment confirmation the system issues a queue number for crossing the border within the selected time slot. Once the reservation and payment have been confirmed, a confirmation email is sent containing the details provided and the selected time slot. The fee for reservation in the electronic queue is EUR 9.30 per vehicle.
Reservation can also be made before reaching the border crossing point by selecting the nearest available time slot offered by the system. However early reservation offers a clear advantage.
The system is developed and implemented by the State Joint Stock Company Latvian State Radio and Television Centre in cooperation with the responsible state institutions. For user support, the Road Transport Administration (RTA) provides an information hotline service, available on working days from 08:00 to 17:00.
About Road Transport Administration

To improve border-crossing security and prevent queues of motor vehicles at Latvia’s eastern border, starting from 15 October 2025, crossing the Latvia–Russia and Latvia–Belarus borders at Grebņeva, Terehova, and Pāternieki will only be possible with prior registration in the Electronic queue reservation system (ERRS). With the introduction of this new reservation system, the same border-crossing procedure will apply across all three Baltic States. Vehicles for border crossing from 15 October can already be registered in the electronic queue starting today, 1 October, via the websites www.lvborder.lv and www.lvrobeza.lv.
The new procedure stipulates that all motor vehicles crossing Latvia’s eastern border must be registered remotely using a specially developed e-service – the Electronic queue reservation system, similar to the system already in place in Estonia and Lithuania. Initially, the solution will be implemented at Latvia’s external border crossing points Grebņeva, Terehova, and Pāternieki, and it will apply to all vehicles.
Registration available from 1 October
It will be possible to register for border crossing on the websites www.lvborder.lv and www.lvrobeza.lv starting from 1 October 2025. The new procedure for crossing the border will take effect on 15 October, when border crossing will only be possible with prior registration in the ERRS.
From 15 October 2025, vehicles will not be allowed to cross the eastern border of the Republic of Latvia without prior registration in the Electronic queue reservation system – this means that crossing the border in a “live” queue will no longer be possible.
Transparent border crossing
Registration in the system will allow the driver to select a specific time slot (1 hour) for entering the chosen border crossing point up to 30 days before the planned border crossing. Advance booking will include registration in the queue, joining the queue, and a simplified calculation based on the average service time per vehicle at the border crossing point. The queue number for crossing the border within the selected time slot will be assigned to the driver after the system confirms receipt of the payment.
Registration will also be possible shortly before reaching the border crossing point by receiving the nearest available queue registration number offered by the system; however, early booking will provide advantages.
The system is being developed by the State Joint-Stock Company “Latvian State Radio and Television Center''
The development and implementation of the system is being provided by the State Joint-Stock Company “Latvian State Radio and Television center'' in cooperation with the responsible state institutions.
