The electronic queue reservation system (hereinafter - ERRS) ensures the pre-registration of vehicles in the queue for crossing the external land border of Latvia towards the Russian Federation and the Republic of Belarus.

In accordance with the amendments to the “State Border Law of the Republic of Latvia” adopted on June 19, 2025, in order to leave the country by vehicle, crossing the external land border at active border crossing points, the driver, owner or keeper of the vehicle must register in the system. Before crossing the external land border of the state, all vehicles used for the transport of passengers or goods must be registered in the ERRS, except for vehicles for which an exception is provided for in regulatory enactments*.

Certain restrictions on bus transportation will be in place starting November 1st, 2025

According to Cabinet Order No. 643 of 7 October 2025, “On imposing restrictions for crossing the border of the Republic of Latvia–Republic of Belarus and the Republic of Latvia–Russian Federation while conducting international occasional passenger services by bus”, a prohibition has been established for carriers to perform international irregular passenger transport by bus across the Latvia–Belarus and Latvia–Russia borders at the Pāternieki, Grebņeva, and Terehova border crossing points from 1 November 2025 to 31 October 2026. The prohibition applies to all carriers, regardless of the carrier’s legal entity or the country of registration of the vehicle.

Starting today, border crossings between Latvia and Russia or Belarus will be permitted solely upon registration in the Electronic Queue Reservation System

To improve border crossing security and prevent traffic jams on Latvia’s eastern border, from 15 October 2025, the Latvia-Russia and the Latvia-Belarus border crossings at Grebņeva, Terehova and Pāternieki can only be crossed with prior registration in the Electronic Queue Reservation System (ERRS). With the introduction of the new queue reservation system in Latvia, this procedure for crossing the eastern border is now in place in all three Baltic States. Registration of vehicles in the electronic queue for border crossing is available on the websites www.lvborder.lv and www.lvrobeza.lv.

From October 15, the border of Latvia with Russia and Belarus can be crossed only after registration in the Electronic queue reservation system 

To improve border-crossing security and prevent queues of motor vehicles at Latvia’s eastern border, starting from 15 October 2025, crossing the Latvia–Russia and Latvia–Belarus borders at Grebņeva, Terehova, and Pāternieki will only be possible with prior registration in the Electronic queue reservation system (ERRS). With the introduction of this new reservation system, the same border-crossing procedure will apply across all three Baltic States.
